Background doesn't change when icons on desktop is set to false

Description

Background doesn't change when icons on desktop is set to false in the settings from gnome tweak tool, however the background changes to the new one when icons on desktop is set to true.

The background will change to the new one if icons on desktop is set from true to false a few times.

Tried with several default wallpapers and a few other images.

This bug also affects me, too.
