I reuse picture making by another people under Creative Commons Attribution-NonCommercial 2.5 License like you can see in link in the first post.
However, I want share it completely under free licence
so I want delete NonCommercial condition.
But I don't understand really well if I can do it for an remix picture.

No, it is not possible. Your remixes have to use CC BY-NC 2.5 or an even stricter license.
