I highly doubt this, because Québec has a lot of hydroelectric generation capacity. Some US states import electricity from Québec.

Québec also has lots of native French speakers, poutine and Céline Dion. Wonder which will be most instrumental in saving free software.
Free software can only be saved by free software users. Each time people have relied on some higher power to safeguard anything they valued, it has eventually been destroyed by the very entity that they had entrusted with it.
