Different Versions of Software in Different GNU OS?

Why software versions are different in GNU distributions?
for example, gimp in Trisquel has 2.8 and in PureOS has 2.10 or Libre office and etc.

can I install latest free softwares from those websites or other repository manually on Trisquel?

Trisquel and PureOS are Long-Term Stable distros. This means that each version is based on a snapshot's of package versions at a certain date. After the snapshot, the only changes to the packages are bug fixes and security updates, no upgrades. That way users don't have to worry about an update causing *new* bugs. As a result, PureOS and Trisquel do not have the bleeding-edge versions of all packages. They have stable versions. The current PureOS snapshot is from a later date than the Trisquel 8 snapshot, which is why some of the versions are later (though still not the latest).

If you want the latest version of every package, you could try a rolling distro like Parabola, but be prepared to deal with fresh bugs whenever a new version of a package is released. If you just need a newer version of one package and want the rest to be stable, there are multiple ways to do this and the forum can help you on a case-by-case basis, but only do it if you have a real reason. Don't risk introducing bugs unless there's a new feature that's worth the risk.
