It says watching dvd movies requires
libdvd-pkg. It is non free
software? The package is not in debian 9 64bit main.

Can you get to watch a dvd
movie not using non free software? Thank you.

libdvd-pkg is located in contrib. I don't know the reason for that -- ask the Debian people -- but I suspect it has to do with libdvdcss: https://en.wikipedia.org/wiki/Libdvdcss

libdvdcss is free software but breaking Digital Repression Management presents legal problems in some areas of the world. I notice, for example, that Debian doesn't provide libdvdcss on their own.

Add (with administrative priviledges) that line to /etc/apt/sources.list:
deb http://download.videolan.org/pub/debian/stable/ /
After downloading package information, "libdvdcss2" will be installable from the package manager.

You should also install the GPG key with which the repository is signed.

Indeed. But that repository actually looks outdated (it contains the version 1.2, not 1.4, of libdvdcss2): it is better to follow loldier's instructions than mine.
