The technology is created by SilverPush and it use ultrasonic sound. Websites with SilverPush ads can play a ultrasonic sound and if mobile phone or pads are around that include SilverPush code (Easy today with all free applications that often include spy tools) can listen for that sound and in that way map what devices is close and probably the same user. This is also applied in some TV commercials.

Scary stuff. With this knowledge, we can begin to arm ourselves against such technologies, or better yet, reverse-engineer them to deploy them against governments.

I just... What?
Arming against these technologies is as easy as turning off your phone (unless it's got Replicant) and perhaps other devices with proprietary software in the room.
Reverse-enginerring would be a fruitless and pointless effort. We don't need to know it's internals, we just need to know enough to remove it is all.
What do you mean "to deploy them against governments?" Are you clinically insane?

6 years without tv here, give or take, and I never had a smartphone because I'm smart as well and there would be competition with a smart phone X_x
No seriously, old 2005 Nokia here turned off most the time..
Be it tv, cellphone, your car, laptop or whatever, if it spies on you and takes away your private and works against you, you can not but **reject** it, that is to say *never* use it. As simple as that.
meh

My phone probably isn't listening to anything, because I have a habit of keeping the battery out of it unless I have a pressing need to use it. (There's technically the possibility of another battery existing in the phone, but I can tell from the size and weight of it that it would be physically impossible for such a battery to be powerful enough to run the phone and large enough to do for a substantial period of time.)
