Why alacritty is not in Trisquel repositories? Ubuntu and Debian has it. Does it has free software issues? Alacritty is the terminal written in safe programming language Rust - it must replace all other unsafe terminals.

I always said that bugs in the runtime would crumble all the security down.
alacritty did not make it into Ubuntu until 23.04, Trisquel is based on Ubuntu 22.04. I'm pretty sure that would be the reason. Otherwise it appears to be free software and will probably be in the repos for the next version. I've tried it and personally felt it was bloated and slow, but alacritty has a large contingent of fans.
Attached is a screenshot of the website "repology.org", which tracks the different package versions available in different distros. Anytime you have a question like this you can do a web search for "repology alacritty" or any other package name and see what versions of Ubuntu (or Trisquel) have had it in their repos.

You can install it from a PPA or a Flatpak:
