Obviously the latter meaning. If we do some English grammar analysis on the sentence "Purism uses a fork—creates a distinct & separate piece of software—of Firefox, developed by the Trisquel development team." Simply remove everything between the dashes, and we get "Purism uses a fork of Firefox, ..."
