In a terminal:
$ sudo dpkg -i /path/to/package.deb
For a graphical way, install the gdebi package, which is in Trisquel's repository. From your file manager, double-clicking on the .deb file should then propose its installation.

Yes, you can install .deb packages with
sudo dpkg -i package.deb
I would check the package is free software
