Vikings, Minifree and Technoethical all sell libre hardware shipping to EU. You can get a libre desktop/laptop/modems and other accessories from these sellers

If you are trying to find hardware for a existing machine, like a graphics card, I would recommend you check out hnode.org for hardware that has libre drivers.
