I tried to install kregexpeditor from the repos, but apt-get couldn't find it. It's not proprietary, is it?

It's simple: GNU/Linux distros can't possibly package every single program that might exist or that might ever be wanted by someone somewhere. Some will be missed just like this one because there isn't that kind of army of people available to send out onto the internet. So some people will find program they want missing. Feel free to help package it up and thanks for using Trisquel.

This I know.

I was trying to ask, was it deliberately excluded? This page:

https://devel.trisquel.info/trisquel/ubuntu-purge/blob/d2473a7418ad31d74425e9c5170a4d1ff1e2c637/conf/purge-oneiric

Has "kregexpeditor purge" in it, and I was just wondering if there was some deliberate reason it may have been excluded.

If I can determine it is completely free, how do I do this? Is there a guide?

As a 100% free/libre distribution, Trisquel's free software guidelines are very strict. This is why certain packages don't appear in Trisquel's repository.

Yet you can always find and install any software, free or non-free, on Trisquel as you wish, because this is your Freedom 0 (albeit installing non-free software is not advisable). Try to build it from source code, or try to find its deb package built by others.

Since it's not in Ubuntu, no, it is not deliberately excluded.

I also see "apache2 purge" and "abrowser purge". so I think that this is
file might be listing packages that were modified for Trisquel, not just
ones that were excluded. This does seem to indicate that kregexpeditor
might have been included in Ubuntu 11.10, so maybe Ubuntu used to
package kregexpeditor but no longer does.

If it is packaged in a PPA or another Debian-based distro, then it can
be imported to Trisquel with a package helper like this one.[1]
Otherwise you'd need to package it yourself.[2]
