Yes, it is. Cwm is the other graphical desktop installed. The default to boot into is Fvwm, though. That is, if one chose to boot into a graphical environment in the first place during the installation. One can make it boot into login prompt.
FreeBSD doesn't install any graphical desktop at all. One has to add X and other stuff after the base installation.
