whole repo index files are downloading again after apt-get update

So I have noticed that when I first run "apt-get update" it downloads
the index files for Packages and Sources, and Translation-en.
Well that's what it supposed to do but if run "apt-get update" again
after the first one has completed it downloads the whole index files
for Packages and Sources, and Translation-en again.

That is normal behavior. Updates in the repository being frequent, I am not sure there would be much bandwidth to gain by sending timestamps for the server to check whether updates happened in between: in normal use (say users updating their systems on a daily basis), they almost always did.
