i HAVE A windows 7 ultimste MACHINE, THE ONLY difference runs FreeDOS and it mostly e GNU General Public License, yes there is other or a similar open source software license.
see:
what included? http://www.freedos.org/software/

MIT license IS PROPRIETARY, gnu license is more flexible.
License does matter.
In free-dos there is a ton of gnu Linux programs that runs in dos, believe me or not.
I did learn dos using basic language in a 64 commodore pc.

The old WINDOWS PROGRAMS DO HAVE ALREADY FILE MANAGER ANYTHING AFTER WINDOWS 8 AND FORWARD DOES NOT. iT IS A NEW ms-dos winch sucks and it is dangerous.

I do not know whether you are talking about the Expat License or the X11 License but, in both cases, they are free software licenses: https://en.wikipedia.org/wiki/MIT_License
