Proposal to improve translation efforts. (citing quidam)

After reading/exploring a bit the "Trisquel Translations World", and as a potential active translator for the Catalan Language, I decided to wrote to <name at domain> and raise what I understand as an important and necessary collective discussion.

And I consider that the natural place to do that is the corresponding mailing-list.
