Nothing, but I would argue that they aren't obliged to provide every
application anyway.

It's different to many "app stores", because some operating systems like
iOS don't allow users to install apps not in the app store (unapproved
apps). Nothing is stopping a user from using a PPA or another
repository. For example, jxself has his own separate kernel repository
designed for Trisquel and other distros, which many Trisquel users make
use of.
