Who To Report Bug To ?

So I have noticed a bug and have narrowed it down. On my T61 laptop it will hard freeze any time I try to open a Libre Office file if I am using the Linux Libre kernel version 5.11 or 5.12, if I try using the 4.15 kernel Trisquel defaults with it is fine. The T61 uses the Nvidia Quadro NVS 140M (NV86) GPU on Nouveau. I tried this on my desktop using a GTX 760 on Nouveau as well as on the Intel HD4600 and both worked fine under libre kernels 5.11 and 5.12. So it is an issue between the NV86; libre kernels 5.11/12 and Libre Office. Should I report the bug to Libre Office; the Libre Kenrel or to Nouveau ?
