graphical boot on system with encrypted root partition is broken.

Description

trisquel 8 does not boot when "splash" mode is enabled on a system with an encrypted root fs since /bin/plymouth cannot be found.

also the password request dialog does not appear when using using the "splash" option, but you can still type it in and press enter. however the system doesn't boot.

Trisquel 8.0 support ended in April 2021.
Please open a new issue in case it remains on the current supported release.
