Distribution codename in /etc/lsb-release is captalized, breaking programs related to apt

In /etc/lsb-release, you can see that it says "DISTRIB_CODENAME=Toutatis" instead of toutatis. One symptom of this is that software-properties-gtk (or kde) doesn't start.[0]
