pbuilder configuration

Description

It seems that the configuration file for pbuilder (~/.pbuilder) is not taken into account since pbuilder reads from $HOME/.pbuilderrc. When pbuilder is running with sudo (as is the case when making the build environment) $HOME is /root.

Instead of linking to home (https://devel.trisquel.info/trisquel/package-helpers/blob/belenos/CONTRIBUTING.md) one solution would be to copy the file to /usr/share/pbuilder/pbuilderrc

As far as I know, since the switch to sbuild, this no longer affects the project.
