cpu frequency scaling mate widget doesn't apply settings properly

Description

Setting it to a named profile like "Conservative" only sets it
for 1 of the 2 cpus. Setting it to 800 MHZ seems to do nothing.

Verify by running cpufreq-info

As far as I know, each instance of this applet is intended to be applied to just one CPU core (configurable in its settings) and there is not a way of applying it to all at once.

Setting the specific frequency step should work, though (but again, just for that core).

Trisquel 8.0 support ended in April 2021.
Please open a new issue in case it remains on the current supported release.
