Ubuntu's package is in repository Universe now: https://packages.ubuntu.com/bionic/mame, so please add it to Trisquel repository.
Regardless of being on universe ubuntu non-free packages or conflicting ones can be found on repositories outside restricted or multiverse, so that is not a true indicator.
I'll bring the subject on the next devel meeting to find out more details, but as there is a specific removal entry for that package:

I don't think is an omission, but a delivered choice to purge.
MAME used to be under a nonfree license but was later relicensed to GPL: https://en.wikipedia.org/wiki/MAME#Original_MAME_license.
I think it should be removed from the purge list.

Like I said I'll ask on the next devel meeting, maybe the purge scripts need to keep up with some updates there.
