[Packaging Request] okteta

Description

The package for okteta (KDE Hex editor) is missing.
Related packages libokteta* are present, as well as a package that depends on it (okteta-dev).

It was present on previous versions according to http://packages.trisquel.info/dagda/okteta .

The version on which okteta-dev depends on, as on http://packages.trisquel.info/brigantia/okteta-dev is available upstream ( http://packages.ubuntu.com/oneiric/okteta ).
