You can install Japanese input by opening the main menu, then going to
System settings, Language support, Install / Remove Languages, then
adding Japanese.
You may need to reboot to make it available.
You'll need to run ibus-setup, which unfortunately, doesn't seem to be
available in the menu. You'll have to run it from a terminal window.
You'll probably want to change the default "next input method"
shortcut key from Super+space to something else (I've never been able
to get Super+space to work correctly, so I changed it to Ctrl+space.)
Under the Input Method tab, you'll have to add Japanese - Anthy to the
list of input methods.
At this point, you should be able to toggle between English and
Japanese input by pressing the shortcut key you set up earlier.
