"A paper released earlier this month [December 2013] by a group of security researchers has outlined the technical details behind a potential Computer Network Exploitation (CNE) program likely used by the U.K. Government Communications Headquarters (GCHQ) and their American counterpart, the NSA."

Better:

Download the excellent 60 page report PDF with all the details: http://cryptome.org/2013/12/Full-Disclosure.pdf

According to the report, "All of the evidence presented is fully reproducible. It is our belief that this activity is NOT limited to the UK."

Is this a violation of the GPL?

If you go to the Home Hub 3,4,5 option, the size seems very small, and when you down load it, it does not appear to be the source code for anything, just many lines of this sort of thing:

JPKG: rg-u-boot_4.7.5.1.83.8.130.1.10_src.ejpkg ca2ef981fd699e34
JPKG: rg-util-gpl_4.7.5.1.83.8.130.1.10_src.ejpkg c34ce4c7d5ace907

If those pieces contain GPL'd code as would seem to be indicated, then it definitely is.

You could try asking them politely about it first. Perhaps it's a semi-honest mistake.

It's not something for me to do, its something for the people who own the copyright to those packages to do surely?

It appears that they have supplied a script used to download the scripts for the free software - download and look at the one for Home Hub 5.
