Anyone knows is cocos2d-x game engine free software or not? And is It acceptable for development free software games?

Taking a look at https://github.com/cocos2d/cocos2d-x/tree/v3/licenses everything looks free but:
- the Spine Runtimes Software (proprietary software): https://github.com/cocos2d/cocos2d-x/blob/v3/licenses/LICENSE_spine.txt
- images (not software, many of us would only insist on the freedom to non-commercially redistribute them): https://github.com/cocos2d/cocos2d-x/blob/v3/licenses/LICENSE_artwork.txt
