fontconfig folder in home folder - safe to delete?

Upgrading from 6.01 to 7.0 resulted in having the folder: fontconfig within my home folder on two different machines. The contents (***.cache-3 files) haven't changed since the day of installation. What is the purpose of the folder? Is it safe to delete?

I deleted that folder just after the upgrade (2.5 weeks ago). No problem.
