If microsoft is not under any obligation to grant a license they have full system control about all secure boot computers.

Has trisquel bought a microsoft license?

No to all questions.

Computers have always been known to be sold with proprietary BIOS
(hence being non-free hardware), but now UEFI have come to be both
proprietary *and* intrusive, granting back-door access to computers.
