Why is it better that they use Tor? So, you can get the torrent file through Tor... you could already do that using TBB. The torrent download happens in the clear, so they can still track who is downloading what.
If you want secure and private torrents, use I2P (deal with the slow speed and be happy they won't ever know what you downloaded).

Many ISPs block the access to the main torrent indexes and this allows to get around the censorship.
