Is there a reason why neovim is not within Trisquel's repo?
I see that it is available in Parabola's, and is listed in the FSF's directory of free software.

Because Ubuntu doesn't have it? Not all distros can necessarily package all programs. There will always be someone that comes along and asks why some program isn't there. :)

Feel free to help contribute by packaging it for inclusion. Help is always welcome! :)

Since it is under the fsf directory, i'm assuming it wouldn't compromise user freedom.
Neovim's homepage mentions the repo to add to ubuntu.
Is this safe to do?

It means you'd be trusting the Neovim developers with updates (e.g. you're trusting them to keep Neovim entirely libre). Whether or not you want to do that is up to you.
