Other user cannot mount disk

When another non-administrator user plugs a disk into a USB port, the disk will not mount.

When I go to my administrator account's desktop session, a message about that disk shows up, asking for my password to mount the drive. When it is mounted, it mounts under my directory /media/caleb/ and not the directory of the user who plugged it in. As a consequence, per cannot open it, because they cannot touch my /media/caleb/ directory.
