Tor Browser is affected and Tor Project issued a post where they give a workaround.

Hm. No problems here in Abrowser, Icecat, or Tor Browser.
Same thing. Mozilla was quick:
Our team has identified and rolled-out a fix for all Firefox Desktop users on Release, Beta and Nightly. The fix will be automatically applied in the background within the next few hours. No active steps need to be taken to make add-ons work again.

I was affected by the glitch. I installed Fedora 30 and couldn't download extensions yesterday. The fix was to enable Firefox's data collection and studies. That solved the glitch but I think it's meant to be ad interim.
I'm using Debian testing and unstable. Both versions have been fixed.
I temporarily disabled the signature verification by going to the "about:config" page.
I haven't faced any problem about add-ons using GNU Icecat 60.3.0 ESR
