I think that is maybe because Debian has marked some packages that may
have security hole.
Once I had a some package harden-security installed it didn't allow me
some daemon packages one of them was vsftpd.

I think no, it's because he is installing that packages from a source unknown to APT/dpkg/whatever. Probably, he only needs to "apt-get update".
