A government oficial has asked e to give them a une page document which
gives reasons to switch from Ubuntu to Trisquel. Is there any such thing?

Well, the only (and excellent!) argument to prefer Trisquel GNU/Linux over Ubuntu is its commitment to Free software. As a consequence, the documents you are looking for are those explaining why schools should only use Free software. There is this famous text by Richard M. Yes, if he is looking for "technical" reasons why you should use Trisquel GNU/Linux vs Ubuntu there aren't many. If you look at the relationship between the two Ubuntu is the upstream provider. Meaning Ubuntu will have the technical improvements first. Also any "technically powerful" but proprietary software is removed. So any proprietary technology will be taken out.
The reason however for choosing Trisquel is not a technical but a moral one. Magic Banana already posted links to the arguments.

It would be great to make a marketing campaign including artwork and
documentation specifically for Trisquel.
