Respuesta corta,
Si es 100% libre

Respuesta larga, citando a Alexandre Oliva:
"It works just fine. For some time I owned a laptop with it. The only
issue was that laptop wouldn't suspend with the module loaded and, back
then, there was a suspicious sequence of bits in the portion of the
driver that enabled WPA, but it was since determined to be pure data
rather than a blob, so rtl8187 chips are compatible with freedom."
