Slow read-write speeds

Hello, I'm experiencing slow speeds when copying files from one drive to another and I haven't been successful at finding the cause.
The behaviour is however 'reset' after I restart the machine.

Any idea what the cause might be ?

How did you test? HDD to HDD? Have you checked out iotop?
