I downloaded tux paint from the official Trisquel repository (I think), and in the fonts section it had Times New Roman.
Times New Roman does not appear if I open another text editor, like libreoffice.
It could actually be using a similarly spaced font, e.g.

Don't know if this is the case though. Of course calling it times new roman would still be a bad idea.
I attached a screenshot of the font that I believe to be Times New Roman. See the attachement.
Tux paint is very basic, it shows a picture of a few letters in the font, not a load of text in the font.
