On a fresh Trisquel 8 installation, installing the abrowser-locale-fr package won't translate Abrowser menus into french when starting Abrowser, though "Français language pack" appears in the "Language" section of the Add-ons Manager.
In my case, as of 08th may 2018, updates did not fix the issue. My workaround was to install manually the strings from the console : sudo apt install abrowser-locale-fr
Same kind of issue on a Trisquel 8 RC (then upgraded, installed with french as main language): Abrowser v59.0.2 is in english only, and into 'about:addons' area 'Languages', I only see 4 lines 'Espanol' ('AR', 'Chile', 'Espana', 'Mexico').

Seems OK now after an update. Abrowser menus are correctly translated into french.
I think we can close this bug.
Thanks a lot for the bug fix.
