English keyboard at passphrase lvm full-encryption

Passphrase input at LVM full-encryption always with English keyboard-layout. After Restart Passphrase don't work if the user don't know where the right keys now!

Example: en -> de: y > z; - > /;

proposed solution: choose keyboard-layout before partition.

Trisquel 8.0 support ended in April 2021.
Please open a new issue in case it remains on the current supported release.
