But reading the file ./scribus-doc-1.4.0+r17300/doc/en/doccopyright.html it transpires most of the documentation is under the Open Publication License 1.0 with one of the LICENSE OPTIONS exercised. This form of the license is listed as non-free by the FSF here:

Looks like you're right. That renders the copyright information on packages.trisquel.info false, e.g. http://packages.trisquel.info/changelogs/pool/main/s/scribus-doc/scribus-doc_1.4.0+r17300-1/scribus-doc.copyright
