lxde panel doesn't fully honor text color setting

it is possible to change the color of the text in the lxde panel, but unlike in trisquel 5.5, the color only applies to the clock, and not to the task bar/window list.

this makes light colored panel colors unworkable, since the task list text is always white.

there may be other applications in the panel that use text, but i haven't tested them.

it would be good if the text colors honored the panel's text color setting, so the text could be set to black, etc.
