Has someone else experienced the same problem with mtpaint and his Trisquel8?

Suddenly, since about last April, I haven't been able to use mtpaint
because the gnome-app-install (g-a-i) constantly says the installation
fails due to a problem.

The failure has always been accompanied by and announcements that say that "some of the packages could not be retrieved from the server(s)"
and by questions about whether or not to I want to continue with the
installation ignoring those packages.
No matter what my answer is, after that, the g-a-i has always announced
"an error has occurred" and has provided the following details:
"E: Unable to connect missing packages
W: Failed to fetch http://archive.trisquel.info/trisquel/pool/main/g/giflib/libgif7_5.1.4-0.3~16.04_amd64.deb
404 Not Found [IP 176.31.119.109 80]"

I installed Mtpaint without issues or missing dependencies. Make sure your sources are up-to-date and the server is valid.

Try 'sudo apt update' and 'sudo apt install mtpaint'.

Sounds like network problem. Try to use https instead of http, or else change a repository mirror.

You can manually edit /etc/apt/sources.list file using sudo.

With loldier's tip, I solved the problem.
Sorry for the delayed answer.
Because I'm almost an illiterate user, I'm not sure I fully understand nadebula's post.
As soon as as I have some free time I will try to verify if I understood him correctly or not.

Oops, then the problem was because that you haven't updated the repository for some time, and therefore the old version of certain dependency was removed from the mirror server. Because I frequently update the repository (# apt update) maybe several times everyday, I presumed that you do it too. Sorry for the inconvenience.
