Orca enabled during installation and cannot be turned off

OK, so I began installing Trisquel into a VM and a horrible troll voice started shouting at me about the dialog box on the screen. To put it mildly, I was surprised. I reflexively muted my laptop and, after logging in, eventually found the option to disable Orca in the settings screen and did so.

I understand this default from an accessibility standpoint, as there's no way for a blind user to enable a screen reader. Nonetheless, I know of no other major distribution that does this. The vast majority of your users aren't blind, and this extremely annoying, hard-to-disable default is doing them a real disservice. As you are committed to accessibility, which is great, I propose an alternate solution:

At the beginning of installation, a cheerful actual-human voice says, "Welcome to Trisquel. To enable the screen reader, please press y now." If the user presses y, Orca is enabled, if they type or click on anything else, it is not.

Same kind of feature request from me because I had a hard time to find how to disable Orca (read: https://trisquel.info/en/wiki/disable-orca-screen-reader-startup-without-uninstall-it ).
