Of late, Ubuntu is looking at a way of updating devices that are based on read-only images. This is in addition to the traditional approach of standard update mechanism(1). (debootstrap, apt and dpkg.)
The following packages are meant for Image Based Upgrades for Ubuntu.

[3] libubuntu-download-manager-client-dev
[4] libubuntu-download-manager-client0
[5] libubuntu-download-manager-priv0
[6] libubuntu-download-manager-common-dev
[7] libubuntu-download-manager-common0
[8] qtdeclarative5-ubuntu-download-manager0.1
Since such updates directly from Ubuntu to a user's computer are unwelcome from a freedom perspective, these packages needs to be either patched to be compliant to Free Software Distribution Guidelines or removed, at worst case.
