Requesting more options for the "Popup Notifications"

For example:

- Being able to turn it off.
- Being able to turn off notifications for specific things.
- Being able to decide for how long the notification stays on screen.

I think this is for MATE, not Gnome, but MATE was not amongst the selectable components.

Trisquel 8.0 support ended in April 2021.
Please open a new issue in case it remains on the current supported release.
