Application launcher does not add applications

Hello. I am not good at explanation, so please look at the attachment.
I am not a bit sure if this is a bug but the + icon is at the panel and I can click it then the screen of the screenshot appears, but roughly speaking, any button does not react and right click menu does not appear. Only the close button works. Version: Trisquel 8 mini.
