LANGUAGE environment variable not set correctly on virtual terminals in english install

LANG=en_US.UTF-8
LANGUAGE=gl_ES.UTF-8:es_ES.UTF-8

root@tux:~# cat /etc/environment
PATH="/usr/local/sbin:/usr/local/bin:/usr/sbin:/usr/bin:/sbin:/bin:/usr/games"
LANGUAGE=gl_ES.UTF-8:es_ES.UTF-8

Fixed in the current iso builder, will be corrected in the next release.
