There is no ppa-purge package in Trisquel 7.
I wanted to use ppa-purge because I had enabled the gnome3-team/gnome3 PPA, but it turned out to cause a conflict with Empathy. But not having ppa-purge, all I could do was remove the PPA, leaving some GNOME packages at versions from the PPA. This is problematic.
Looks like this is a problem. In the meantime, I guess you can get ppa-purge yourself from the Launchpad sources. (It's just a bash script.)
It's been fixed; the ppa-purge package is available now.
