Create a kernel-backports repository

To avoid certain hardware compatibility issues with older kernels, a recent linux-libre compilation is needed. We should create a kernel-backports repository, including the latest available linux-libre, with the ubuntu patches.

Since Trisquel went LTS only with 6.0 the relevant upstream Hardware Life Extension kernel releases from upstream have been ported and packaged for Trisquel. This achieves the same end result as this issue requests.

Updating this task to version 5.5 since 3.0 is no longer supported however this is still a valid task.
