In 4.0, Gnash can not be easily removed without removing a bunch of unrelated matapackages. This makes it very difficult for a user to install swfdec. It would not be a problem if swfdec were entirely obsolete by now, but it isn't yet.
What about having those metapackages depend on either swfdec or gnash? This would be an easy solution that doesn't really change much, and allows the user to select one or the other.
Fixed in trisquel-meta_3.99-11 (you can now install swfdec and then remove gnash without uninstalling the metapackages).
